The role of municipal economic enterprises in the implementation of local services in Turkey: The example of Ankara metropolitan municipality

The following thesis entitled aims to research the municipal economic enterprises established upon producing local services.In this paper written for this purpose, in the example of Ankara Metropolitan Municipality, only the implementations in Turkey have been addressed, the other implementations have been left outside the scope.As method, books written in this area and especially articles and sources obtained from the internet have been used, while data obtained from company officials through the municipality and prepared as tables, activity reports and announcements of the results of tenders belonging to the Public Procurement Agency have been utilized.It is evident that the tendency of incorporation, which seems to be relatively in a better condition within some services established to produce local services and whose host is only the municipality, is in general not productive, effective and economic except for this implementation. It could be seen that these company tendencies make a loss or close their budget with small profits.With the companies having the position of being the most important contractor in municipal tenders and possessing great portions and therefore municipal resources being transferred to municipal incorporations, a significant amount of public resources are left outside of inspection. Due to the number of willing proposals and valid proposals in tenders belonging to municipal incorporations being low, conditions for competition are not formed.Despite their great budgets and the public resources utilized, there is no effective system of inspection of municipal economic enterprises.
