Abstract (EN)

In this thesis the effect of globalism on local governments and the changes which local governments have experienced since Ottomans until now and are analysed. Additionally the information about local governments reform in Turkey,which aims to implement gaps in local governments, take place in the thesis.It is obvious that all services that have to be delivered to citizens cannot be delivered by central government. That?s why local governments are important for every country. The importance of local governments, which are one of the fundemental agents of democratical government principle, is increasing day-by-day especially because of the effect of globalism, the adoption of the idea -public services should be accomplished by the nearest unit, and the intention to provide efficiency and productivity in public services.Some arrangements have been made in Turkey but it is impossible to say that they are satisfactory. It is clearly seen that local governments in 20th century were far away from the structure in the West. Lately, also with the contribution of membership process for the European Union, some laws on local governments have been made and effectuated. But the most important point is that these regulations should be coherent with the country?s conditions and should be applicable in daily life.
