Abstract (EN)

Security and freedom are two concepts that haven't lost their importance for people for ages. There have been many struggles in various fields in the name of these two concepts which are as old as human history. Because the concepts of security and freedom are inherently interconnected; however, they are contrary, too. The reason for the struggles that have existed since the past for the concepts of security and freedom is the dilemma that these two cases have caused to individuals. The security and freedom dilemma corresponds most concretey to risk society in the context of today's societies. Ulrich Beck, is a thinker who explains the problems of today's society in the best way with his "Risk Society Theory". Beck says that the impact of globalization on the duality of security freedom in today's society is great. In fact, individuals live in an atmosphere of fear with the influence of globalization. The horror atmosphere in which human beings live is a world full of various risks, threats and dangers. This atmosphere of horror is a phenomenon that continues to be influential, although it has taken different forms from past to present. All these reasons make this work important. In this research, U. Beck's risk society theory is explained in the theoretical framework of how and in which areas the security and freedom dilemma in today's societies manifests itself using the historical screening model and the document review technique. Key words: Security, freedom, security and freedom dilemma, risk society, globalization.
