Legal infrastructure of university?industry collaboration

The effects of science and technology production are continuing increasingly day by day on political, social, economic and cultural change in the world. The role of mutual interaction emerging as a result of university and society integration is big and important. Developed countries of our times secured the large part of the science and society association with university ? industry collaboration. Although every country implement university ? industry instruments according to their dynamics with different methods and procedures, the outcomes of the collaboration differs with the reality of the country in regard to the harmony of applied methods and procedures on economic, politic and cultural development.In this study the common policies to provide university ? industry collaboration in Turkey and the development of university ? industry collaboration instruments within the frame of these policies is investigated. Within this scope, primarily, university ? industry samples are handled and the development process of the universities in Turkey and in the world are investigated. In addition to this, R&D (research and development) policies and actions are analyzed. Moreover, the actions of techno parks, industry thesis program, small and medium industry development organization and Turkish scientific and technical researches institution which constitute the cornerstones of university ? industry collaboration, are investigated. It is emphasized in the study that Turkey lacks of science and technology policies and is left behind the developed countries and the importance of developing R&D policies is also emphasized together with increasing real and sectional encouragement.Key Words: University ? industry collaboration, R & D (research and development) and its importance, Techno Parks, Small and medium industry development organization, Industry-Thesis.
