Abstract (EN)

The integration of digital tools in higher education institutions increases the value of knowledge creation and highlights the importance of developing systematic models for determining digital maturity level. This study assessed the digital maturity level in higher education institutions in Turkey, using a foundation university as a case study. A mixed method combining qualitative and quantitative methods was adopted in the research. First, qualitative data were collected through interviews with academic and administrative staff, followed by a survey run to the same groups as well as students. The model has a structural framework consisting of 6 main dimensions and 24 subdimensions. The weights of the dimensions were determined using the Picture Fuzzy SWARA method, and the consistency of the method was tested with different fuzzy sets. The findings indicate that the university scored 71.26 points, placing itself at the "e-confident" level. While strong performance was observed in research and education, areas for improvement were identified in operational processes and human resources management. This study provides valuable insights for higher education institutions to more effectively manage their digital transformation processes.
