Abstract (EN)
Construction works include all activities in the process which begins with the call for contracting work and ends with the delivery of the completed building. These activities need to be managed in a way that they materialize the quality specifications defined in building specifications besides their main aim of profitability. The concept of quality in construction involves not only the quality of the building as a result of the production but also the quality of other activities carried out to build it. The total amount of money spent with the aim of producing what employer wants and delivering the things that are produced to the employer is named as the cost of the quality. The aim of this study is to determine the quality management implementations of our construction firms, the deficiencies in the regulation and implementation in terms of providing quality and to estimate the value of the quality cost in total costs of projects. The relevant staff of the eighteen construction firms which are the members of Turkish Contractors Association have been asked to fill in a form of questionnaire prepared to this effect. According to data obtained; it has been understood that all of these firms have quality management systems and certificates, and they employ staff members working in this field both on main area and on work site, and the rate of conducting risk analysis and getting professional consultancy services during the process of contracting and building it is low, and a certain examination system is not used in selection of the staff, vii and the programming of the work, workforce, material and equipment is not done on a daily basis, and there is not any in- service training for employees, and an absence of excellence is experienced. It is understood that the biggest costs for the quality are observed in the process of production, followed by the processes of the establishing, organizing and managing the work site, having the project, contracting, production management and composing data, respectively. It has been estimated that the quality cost in all these processes is at the level of 0.7% of the total costs and that it will be easier to achieve the desired quality level by means of more resources to be allocated to the points which are thought to be incomplete. Another point which has been determined is that significant improvements for increasing the manufacturing quality may be possible by formulating and implementing the necessary procedures via making use of the existing source, equipment and personnel, and that it can be realized with costs that are not so high. By carrying out widespread similar studies and researching the costs of worthlessness, the amount of the quality cost which has the potential to cover the cost of worthlessness will be more clearly observed.
