New local government draft law of perspective municipality economic enterprise's of reoganization strategicial analysis: Model of Kütahya municipality

VI ABSTRACT While the municipalities do their main services which are pointed in the 1580 law they also do the services wices which come along with needs of region via economic enterprises (companies, corporations). Providing market order, preventing monopoly, operating the substructure foundations are the important tasks of municipalities. During the application of the tasks, extravagance of sources, inadequate and poor service, political decisions and personnel appointments hold the reconstruction of "municipalities' economic enterprises" in agenda. In the research, the foundation, working and tasks of the municipalities from the local authorities and economic enterprises are examined in terms of personnel, managerial, financial and law via strategic approach. What the construction studies in 1996-2001 concerning the solutions to the problems and from the last low proposal the job share Between the Central Authorities and Local Authorities and Low Scheme Concerning Varios Subjects about the Local Authorities and Bases of Service Relations brought are examined via SWOT analysis. Also, documents related to law of firms are examined and interviews are held with current managers. At the end of research, new positive discoveries came out such as one year before the elections preventing the employed workers and civil servants, the employed personnel who are bind by a contract, the easiness of going in to dept, binding "do, operate, turn over" model concerning the foundation of union, the announce of the company's incomes and outcomes in three each months periods, the commissions' providing experts from the exterior during the inspections and announcing their results in a month time. The preparation of Schedule of prices of the corporations and unions and appointing accountants and bookkeepers in cadres of Ministry of finance due to their jobs instead of commission members who aren't expert by saving them from their political identities, the inspection of the companies which have capital more than 50% of Municipalities by the Government Accounting Breau, employing personnel by "Government's Worker - Civil Servant" exams, is the arrangement which couldn't be brought via construction studies but which should be made law.
