Abstract (EN)

ABSTRACT As usual in the world, the municipalities in Turkey are the real and the classical examples of the public administration. As known as the closest institutions to the public and the effects of their works on the ordinary life of the masses increases their importance. So a more efficient human resources management that can cover the changing and extending needs of the masses with lower costs become much more important. The understanding of human resources management that had been developed at the beginning of 1980s, become the focus of the both public and private enterprises in terms of the change of personnel management. In Turkey, filling the gaps of the human resources management is firmly being discussed. While some are emphasizing the situation as the HRM is just a change of the name another group states that the HRM is beginning to be situated in Turkey through information transfer from Europe. With the effect of second view, municipalities should use effectively the human resources management for optimally using the scarce resources. When we talk about human resources management in municipalities, we need to consider two groups; elected officials and other officials. The officials come with election, consists of the president of the minicipality and the members of municipal council are excluded from our study. The main focus of our study is the other officials such as contractual personnel and temporary personnel.
