Abstract (EN)

The interactive structure of internet technology with social media has transformed many aspects of human life by redesigning it. The definition of "global village" that McLuhan describes the modern world with the concept of social media has shrunk almost to a neighborhood ratio, and communication and socialization have gained a different dimension. In this study, which deals with city management in the context of social media use in Malatya, firstly, the concept of the city has been examined from different perspectives and its elements have been tried to be revealed. By summarizing the historical development of the city management phenomenon, the context of the current legislation has been explained and its elements have been analyzed. By classifying the province of Malatya and its 14 districts in terms of governorship, district governorship and municipalities, social usage practices were analyzed quantitatively and qualitatively through online tools, and suggestions were presented for a more effective use of social media. This study, which has been put forward, has discussed social media at the local level and its effect on city management with content analysis method and various digital open source tools, and the findings are discussed. The study also made contributions within the scope of the relationship between social media and legislation by suggesting laws and regulations in order to be a resource for the political administration.
