The outlook of social services in the fighting against poverty: The role of the minstry of family and soci̇al services example

People have faced different problems throughout history. One of these problems, poverty, is generally seen in most countries and can affect countries to different degrees. However, it can affect underdeveloped and developing countries more. Until recently, it was thought that the cause of poverty was only income-oriented problems. Today, it is thought that poverty is not only income-oriented, that is, it is caused by its economic dimension, but that poverty is a multi-faceted phenomenon with its social, political, psychological and human dimensions. Especially after 1980, the developments that developed with the state withdrawing from the economy and the emergence of the private market made the rich richer; while they deepened poverty in the world. These developments experienced in the world also showed their effects in Turkey. In the globalizing world, poverty has deepened even more with the income inequality becoming more visible. Although the conditions of today's world are more favorable than the conditions in the past, the rate of poverty is more visible than in the past. One of the reasons why poverty is an important problem today is due to its multifaceted nature. In order to explain the cause of poverty, definitions such as absolute, relative, chronic, income poverty, working poverty, new poverty have been made from the past to the present to explain the cause of poverty problems. Most countries have started to produce solutions to eliminate poverty. Turkey is also developing policies to eliminate poverty. While Turkey aims to increase the income and quality of life of the poor by going to the path of economic growth with the Indirect Combat Approach; with the Direct Combat Approach; it plans to eliminate poverty with political practices such as tax, social security, public spending, credit support, expansion of education and health opportunities, facilitation of child health and nutrition opportunities, increase and fair distribution of social assistance services, which are pioneered by the state's public institutions and organizations in order to eliminate the poverty problem. It has been understood that the indirect approach cannot produce a solution in the short term; it has been understood that policies that will meet the basic needs of the society should be prioritized with the direct combat approach. With the direct struggle approach, the Ministry of Family and Social Services is the main actor in the fight against poverty in Turkey compared to other public institutions and organizations. The general subject of this thesis will be to determine the details of the implementation and policies of the Ministry of Family and Social Services as the main actor in preventing poverty and to examine the dimensions of poverty by focusing on its activities in the fight against poverty.
