Abstract (EN)

In this study, which is on the influence of Austria on the 18th century Ottoman economic thought, the effect of the idea of Cameralism on Ottoman thought, which was effective in Austria in this period, was investigated based on the embassy of Ahmed Resmi and Ebubekir Râtib Efendi's Sefaretname. In order to overcome the limitations of the scarcity-based and market-referential definition of economics in dealing with the economic thought before the 19th century, Polanyi's distinction between the formal and substantive definition of economics has been taken into consideration. As a concrete application of the emphasis on the necessity of adding Sefaretnames to the diversity of sources brought about by the embedding of economic relations in the whole of social relations in pre-modern societies, as a result of the detailed examination of the Sefaretname, written by Ahmed Resmi and Ebubekir Râtib Efendi in the 18th century, contrary to the existing literature on the entrance of Cameralism to the Ottoman thought which reference to 19th century and Sadık Rıfat Pasha, the idea that Ebubekir Râtib Efendi, who was in the Vienna embassy at the end of the 18th century, was the carrier of this idea, especially through his Büyük Layiha.
