Abstract (EN)
With the establishment of modern states, various situations have been faced that threaten and endanger the existence and survival of the state. States have developed a number of defense mechanisms to eliminate such situations. This is essentially a defensive reflex. Because states, like living organisms, show resistance to all kinds of events and phenomena aimed at disrupting body integrity. At this point, the state structures realize this resistance on the legal ground based on constitutional legitimacy. In this study, in general, the phenomenon of public order, the usual methods to ensure public order, extraordinary management procedures, the constitution of the Constitution of 1876 to date, how our country reacts to threats to the survival of the state, how to develop a reflexive action to protect the public order, and how ultimately public administration is affected during the implementation of extraordinary management procedures which are the main purpose of our study.
