An analysis of the post-1980 development experience of Turkey and its international dimension

Since 1980, a new, uniform point of view has ruled over the economic menagement araund the world. This view is neoliberalism which regards countries as ?same? and ignores differences between them. Keynesian economy policy of ?golden age? was given up with the hegemony of neoliberalism. Besides, view of development has changed, focusing macroeconomic indicators has became essential instead of initial development understanding. Debt crisis in developing countries is another special feature of this period. As the result of crisis, many country contracted agreement with IMF and applied stabilisation policies. In addition structural transformations have arised in economic menagement. This transformations are composed of conomy policies which are intially identified by Washington Consensus and then its revised form Post-Washington Consensus.If we look at Brazil and Argentina cases, we find the result of IMF stabilisation programme. IMF stabilisation policies which was implemented in Brazil and Argentina have caused unstabilisation. Besides, in these countries the structural problems which have been caused by IMF policies have pervented countries development attack.In 1980 Turkey experienced a structural transformation too. Hereafter, new economic understanding which is liberal, outward oriented, market centered has prevailed. Agents of this tranformation are IMF and World Bank. Turkish economy has transformed by orientation of agreements with these institutions. Finally, within the frame of these agreements, some regulations compatible with Post-Washington Consensus have done. By structural reforms, government status of economic actor is deactivated, and thus decision making authority is passed on national technocrat boards which are regulated competible with international instittions and their logical structure.
