Abstract (EN)
Disability has existed throughout human history. Today, one out of every six people is disabled and every person is a candidate for disability. People with disabilities, who have an important place in the world population and who differ from other people due to their physical, mental, medical or mental disabilities of temporary or permanent nature, have been subjected to discrimination, social exclusion, restrictions and inhuman maltreatment. In addition, many rights of persons with disabilities such as life, health, education and work have been violated and persons with disabilities have not been able to fully benefit from their rights. People with disabilities have experienced and continue to experience great problems in terms of full and effective participation in social life. With the increasing importance given to human rights, the importance given to the rights of persons with disabilities and their participation in social life has also increased. In this context, various national and international regulations have been made on the subject. In the 1982 Constitution, there are provisions on non-discrimination, right to education, working conditions and social security for persons with disabilities. In addition to this, there are many legislative arrangements for the disabled in our law. Despite this, it is not possible to say that the violations of rights experienced by persons with disabilities have been completely prevented. The aim of this study is to examine the problems faced by disabled individuals in terms of international regulations and Turkish law in terms of disabled individuals together with their historical development processes. In this study, the problems experienced by disabled people in participating in social life and the issues that constitute discrimination are also mentioned and solutions are tried to be proposed.
