Abstract (EN)

In this research, the applications made to the Council Of Ethics for Public Service between 2017 and 2020 were examined and in terms of the concept of whistleblowing. As a result of this review, suggestions were made to make the whistleblowing mechanism effective as a system in public administration. Although there are different legal regulations and practices on whistleblowing in developed countries, it is seen that a common approach is adopted. Although there are scattered regulations on whistleblowing in our legislation, there is no exclusive regulation. The concept of whistleblowing in the academic field and public administration is a frequently researched concept. According to these studies, whistleblowing, which is defined as the behavior of reporting unethical situations, emerges as a result of the internalization of ethical values both in society and in institutions. In this sense, an application is made to the ethics committee of publica officials in order to prevent unethical situations. This applications will be subject to review and evaluation in terms of whistleblowing. When publica officials witness unethical behavior in the institution, they react in two ways: either to remain silen tor to report this situation to the compotent authority. In this study, the applications made to the Council Of Ethics for Public Service were examined one by one through the file. In the applications, the data related to the subject of examination were tried to be determined and transferred to the Excel environment in order to be evaluated in a way that would make statistical interpretations. While there are applications to be evaluated as whistleblowing in the examination, there are also applications that cannot be evaluated due to the lack of details in the application petitions.
