The Mühimme Book of Numbered 23 and 1573-1574 dated/ p. 221-281 (abtract-transcription-index)

The issues addressed in Divan-ı Hümayûn (Ottoman Supreme Court) were sent to the Supreme Court's various units for the evolution of the paper. These issues were separated from the first and the second by matters according to their importance. "Important" registrations were made to the issues discussed and decided in Ottoman Supreme Court. The books in which such papers are found together are called the Mühimme book. These books, which are kept with great attention and care, are a permanent place of application. These books were taken care of when an old treatment or a business was the main issue, according to it, opinions, declarations or treatments were made. Complaints and lawsuits about political, administrative, military, financial, customary, shar'i (religious), social affairs which are discussed and reconciled in Ottoman Supreme Court and passed by the sultan; are recorded these books according to the order of the dates, then they are inspected by reisülküttab (head of clerks) and final checks are made, the required orders and edicts are sent to the related places. In case of dispute, the document on hand and the central copy of it had to be the same. Otherwise, the copy in the center was based on.
