In the Ottoman Empire, many important issues concerning the state and the citizen were discussed and decided in the Divân-ı Hümâyûn. The decisions taken in the Divân were recorded in the books in the form of edicts after the Sultan's approval. These books were called Mühimme registers. Besides the Divân-ı Hümâyûn, one of the most important institutions of the Ottoman central administration was the Revenue Office. Financial records were kept in the Revenue Office and recorded in the financial orders registers. However, the registers of the Revenue Office of the 15th and 16th centuries have largely disappeared due to various reasons and have been mixed with different types of registry. One of these registers, which are confused with different classifications, is Mühimme register number 41, which is our thesis topic. In this thesis, the transcription and evaluation of 549 judgments between pages 1-252 of Mühimme registry numbered 41, dated 987/1579-1580, registered with the number A.{DVNSMHM.d. 41 in the Prime Ministry Ottoman Archives. In our study, the physical, diplomatic, technical features of the register number 41 and the subjects it contains were examined. The judgments were evaluated by creating separate subject headings with the records obtained. As a result of the examinations, records related to mukataas, taxes, administrative and military officials, foundations, mines, inheritance issues and miscellaneous issues were determined. In this respect, the registry mainly includes financial provisions and sheds light on the administrative, judicial, economic, military and social issues that occur in Anatolia. By evaluating these records, it is aimed to present the valuable information contained in the registry to the use of researchers.
