Examination of service units constituted in metropolitan municipalities after the Law No. 6360 and evaluation of service providings of these units: The case of Antalya Metropolitan Municipality

Law No. 6360 has increased the service scale, authority and responsibilities of metropolitan municipalities in order to produce better quality, efficient and fruitful services by envisioning many reforms in the administrative, political and financial fields in our metropolitan municipal system. Metropolitan municipal administrations, which are the enforcers of the Law No. 6360 as of 2014, have been reshaped and changed in accordance with the rules of the new metropolitan municipal system. The aim of the study was to examine the changes and transformations of metropolitan municipalities after the law no. 6360 and to evaluate whether it has been achieved the goals stated in the justification of the related law. For this aim, The study consists of three chapters. In the first chapter which is the theoretical part of the study; some concepts, approaches and governance models related to metropolitan area management were mentioned. Then, metropolitan governance models in Turkey and alike countries were examined comparatively. In the second chapter, the regulations affecting the development of the metropolitan municipal system in Turkey were discussed and were informed about the changes that occurred with Law No. 6360. In the last chapter in which the field research takes part, the changes in Antalya Metropolitan Municipality after the Law No. 6360 were mentioned within the scope of activity reports and strategy plans. Afterwards, general information about district service units was given and interviews were conducted with district service unit officials and a survey was conducted with the residents in rural areas of Elmalı district. The findings of this survey were evaluated, then, suggestions were made for the current metropolitan municipal system.
