The transcription and assessment of The Number 96 Muhimme Register (pages: 1-99)

Divan-ı Hümayün is a decision making body where state and citizens issues are disscussed and sorted out. At the meetings of Divan-ı Hümayün the internal and external issues that are discussed about political, military, social and economical decisions are recorded to the registers and these are called as Mühimme Registers. For this reason; as well as their having great importance for their contest that help so many resource areas, they are also vital historical resource as they inform us about The Ottoman Empire?s central and provincial managements, how they work and functions of these structures. They are also very important for their ages when they were kept between the XVI, XVII and XVIII centuries. The number 96 Mühimme register, has involved the events of IV Mehmed between the years 1678-1679, and also consists of 205 pages. In this thesis the pages between 1-99 are evaluated. In these pages, there are four hundred and ninety-seven provisions. Mühimme Register mainly threads with preparation of expedition, things that are required for the supply of the ammunition and their being present in necessary places, foundation and foundation lands, different taxes and collecting of these taxes and also issues like administrative, military, political and economic things like disputes between the public. In this study, general information about IV Mehmet, Divan-ı Hümayün, Mühimme Registers were given and in addition to this the registers transcription and evaluation is done. At the end of the study, the same examples of the text and a detailed index are added.
