The impacts of EU sugar policy reform on Turkish sugar sector

Abstract (EN)

EU has tried to balance the surplus supply of sugar which is the result of extreme protective sugar policies by implementing the restructre system of 2006 Sugar Policy Reform and by sticking to the components that has pledged to WTO. The Sugar Policy Reform resulted in reduction in Sugar production of EU and also cause changes in world trade balance of Sugar. EU becomes a net importer in consequence of quota withdrawals of restructure system of Sugar Policy Reform. Sugar production transfer from less competitive countries to the more competitive countries is one of the most important point among the other elements regarding the EU Sugar Policy. The possibility of quota transfers between member countries could be provided with this design.The emerged changes in EU Sugar Sector, which are the results of implementing Sugar Policy Reform carried into effect in 2006 means differrent opportunities and threats to Turkey in the period of being a member country of EU.
