the administrative reform in Sudan from 1989-2019

Sudan is one of the biggest countries in Africa with a unique historical experience that is different from most of the countries in the continent which were either under the direct control of the British, French or Germans. This means that the public administration of Sudan may have a different historical experience but also a series of political events that led to the rise of Al Bashir, the administrative structure of the country. Moreover, the thesis explains the drivers of the changes in Sudan. The author argues that the reforms in Sudan public administration have been minimal and not yet brought effective delivery services to its citizens. Although it's a rich country with a strategic location, some assume that the main problem is due to the mismanagement and the structures of the public administration, therefore we need to understand the reform that happens and the effect of this reform. Sudan used to look at the land of opportunities; the capacities that exist in the region are more than enough to satisfy the whole needs, even the surplus to other countries. as the president shaped the country's public administration. The overthrow of Bashir in 2019 has put Sudan in the spotlight for researchers and policymakers to relook at Sudan's public administration system. This thesis seeks to examine the reform process of Sudan's public administration from post-colonial time to 2021; it looks at reforms that targeted the central-local government, institutions, and the constitution. The thesis examines the nature of the political regime and how it affected the administrative reform.
