Abstract (EN)

The concept of logistics, which first emerged in the military field in 1905, aims to present a product at the right time, in the right place, at the lowest cost and with the best quality. Today, the smooth functioning of the logistics industry enables countries or companies to have competitive advantages. In this study, the logistics efficiency of African countries was evaluated by data envelopment analysis. The purpose of this data envelopment analysis method is to determine which countries are "effective " and which countries are "ineffective". Among 54 African countries, 18 countries were selected in this study, these are the countries with full data for 2014, 2016 and 2018. In this study, 4 inputs (Logistics infrastructure, Container port traffic, Efficiency of the Customs clearance process, International shipping costs), and 5 outputs (Gross Domestic Product, CO2 emission, Timeliness, Monitoring and Tracking, Competence and quality of logistics services) were selected based on literature reviews. In this context, CCR and SBM models were discussed using the R program package (deaR) in the study to determine the logistics efficiency of African countries. The result of this analysis shows that countries scoring equal to 1 are defined as effective and all other countries scoring less than 1 are declared ineffective. As a result of the analysis, it has been determined that the Democratic Republic of Congo, Djibouti, Liberia, Libya, Mauritania, Nigeria and Tunisia are logistics efficient countries according to the two models discussed every three years.
