The Role of primary school inspectors on the exterior branch class teachers training in the service

IV ABSTRACT THE ROLE OF PRIMARY SCHOOL INSPECTORS ON THE EXTERIOR BRANCH CLASS TEACHERS' TRAINING IN THE SERVICE The teacher, a foundation stone of the education organization, is an important person who applies the goverment policy and who effects this policy as a result of this application. Yet, the teacher could be effective as long as he could feed the datas coming from upper level policies. It can not be expected that the teachers who are uneducated on their branch before appiontment, knows the needs of their occupations just like knowledge, skills and behaviours. The appoinment of class teachers, who are from the external branch, leading on 1860' s has been done unsystematic intervals. Finally, 10.000 class teachers from branch had been appointed in 1996. The exterior branch class teachers have been run into many difficulties in comprehending the general aims of Ministry of National Education and in identifying temselves with the cultures and values of scolarship of the school that they work. Because of the close relationships whit them the other teachers, the primary school inspectors and the school managers hava been played the most important role on training the exterior branch class teachers. General aim of this research, is to expose the role of the primary school inspectors on the training of the exterior branch class teachers in the service, applying to the oppinions of the primary school inspectors and the exterior branch class teachers. To reach this general aim answers had been searched for the following questions: 1. At what degree the primary school inspectors have been helpfull on the exterior branch class teachers' training in the service? 2. At what degree the primary school inspectors have attributed to the exterior branch class teachers' organizational socialism?3. At what degree the primary school inspectors have been helpfuIlM fhet exterior branch class teachers, about management and the National Education Laws? 4. At what degree the primary school inspectors have been helpfull on the exterior branch class teachers, about going occupational manners? The environment of this research has been formed by all primary school inspectors who in Elazığ and exterior branch class teachers, who worked in general part of Elazığ in 1997-1998 education term. In 1997-1998 education term the number of the primary school inspectors were 43, and exterior branch class teachers were 178. But because of inadequancy the service in Malatya had been indued into the environment and illustration. In the term of the research, the number of primary school inspectors who are on the service in Malatya was 55. Two different questionaries which consisted of the same roots apart from personal informations, have been developed as a means to data container towards the primary school inspectors and the exterior branch class teachers. There were 6 questions about personal informationin in the first part; 10 questions about appraising the role of the primary school inspectors on the treament of the the exterior branch class teachers in the second part; 9 questions about appraising the role of the primary school inspectors on the organizizational socialism of the the exterior branch class teachers in the third part; 8 questions about appraising the role of the primary school inspectors on the treating the school management and primary education laws in the fourth part; 9 questions about the appraising the role of the primary school inspectors on the treament of the the exterior branch class teachers on adopting the occupational manners in the fifth part of the questionair. The Likert type scale had been used in the questionaries. The questions; exactly disagree (1) one, disagree (2) two, recessive (3) three, agree (4) four, completely agree (5) five grades had been groped and apparaised. As a result, those datas had been gained.
