Özet (EN)

The need to create an order arises in places where more than one individual come together. Rules incident to cited orders have been established and become effective in a widespread manner over time as the human societies have evolved and institutions to apply said rules have been created accordingly. Views and comments regarding the State have been among the key issues analyzed through the scholars throughout the history of mankind. The state apparatus and the management style have also been some of the primary issues in ancient Greek philosophy. The ancient Greek philosophy, living the most brilliant period thereof between 6th and 4th centuries BC, has reached its peak especially with Socrates, Plato and Aristotle. In the West, origin of the state is based on the ancient Greek city-states (polis). According to Aristotle and Plato, who are considered to be the oldest state theorists, state is the only form of organization to be able to respond people, political, social, cultural and economic needs of an entire community in the best way thereby providing a better life for people. Plato, in search of an "Ideal State" order, has proposed various government models for the survival of a Polis in the most efficient manner. Aristotle, in contradistinction to Plato, is concerned with what exists more than what has to exist. Aristotle has made a comparative research on structures and institutions of a Polis in his book named Politics. Aristotle has described man as "Zoon politico" (political animal/ social and thinking animal) and expressed that mankind cannot be imagined outside the social life. Forms of governance and democracy experience of the ancient Greek city-states have become the source of today's democracies as well as forms of governance.
