Evaluation of system performance of right coast irrigation community at Seyhan plain

This study conducted at Irrigation consortium in Adana and Mersin Cities where are in the area of downwards Seyhan plain. In the study, the criteria about Pamukova, Altınova, Yeşilova, Tarsus-Onköy, Karaisalı, Toroslar, Y. Seyhan, Seyhan and Çukurova Irrigation consortiums where are in the Downwards Seyhan Plain and operated by Public Waterworks Administration, such as irrigation ratios, sustainable irrigation area ratios, network intensities, water supply ratio, irrigation fees collection ratio, water network personnel intensities, irrigation area personnel intensities are researched.The criteria which are considered on the irrigation systems valuation, are founded as 81.8%, 12.37%, 9.59%, 70.25%, 64.66%, 13.47%, 20.89% consequently. As the result of the research, although increasing of the crop area is observed, the crop design was not changed.Also technical, legal, economic, educational, social and environmental problems of the Irrigation consortiums producers and directors are considered and applicable suggestions for solutions of these problems are introduced.As the result of the surveys, it is determined that the producers supporting management and protecting of the Irrigation consortiums and some times expect these from the Irrigation consortiums and Public Waterworks Administration.At producer side the biggest problem is high fees of irrigation. At Irrigation consortiums side, the biggest problem is the difficulties of collection of fees.For sustainability in future, Irrigation consortium should restructure national irrigation policies and research available solution methods.
