Abstract (EN)

European Union (EU), since its inception, in addition to member countries, it extends financial aids to nonmember countries according to essential provisions that established the Union. The main purpose of the financial aids is the harmonisation of forensic and administrative structure in order to prepare the country for membership. European Union Comission framed the EU foreign aids for 2007?2013 fiscal period by a new anouncement. Instrument for Pre-Accession Assistance (IPA) is the one of the described financial aids. Within the meaning of IPA, financial aids will be used such as democrasy, application of principles of rule of law, public administration reforms, social involve, endorsement of civil society, regional and cross-border cooperation, instutional restructuring, providing sustainable development and regional development topics. In this thesis, , IPA Financial Aids about Development of Transport Infrastructure, are analysed that in which principles they are allocated, that is under the ?Regional Development?. It is started from the analysing of TINA Project that is undertaken the tranport infrastrucre needs. After that it is undertaken that the IPA structure, the taking a part of this structure of transport public bodies and their Operational programme prepared in Turkey. In this thesis, it is explicated that if European Union Financial Aids are used on a basis of effective and efficient ways and if the projects are selected on a basis of rationalist and accurate ways. It is deliberated that this study will be helpful to introduce the contribution of European Union financial aids to Turkey?s transportation sector.
