Movie policy is bound to be in a structure that contains protective and supportive regulations in terms of the continued existence of national cinema. Distribution of American cinema products, keeping the monopoly on the world market in the field of production and representation, pushes Europe to search for remedy for break that monopoly. European film policies, not only according to market conditions; Supporting art also gave importance to the quality requirements. Within the European Union, the survival of European film policies to provide targeted local culture and national cinema transformation of legal, economic, institutional, political, and has taken various measures to strong cultural infrastructure. European cinema separates itself the basis for the Hollywood movie "art cinema" has allocated its investments and supports the concept and was careful to base this ground. Increasing financial support allocated to the cinema, structuring of European companies to strengthen solidarity and work towards developing a co-production is an extension of this resistance. European Union policies in general audiovisual films between American and European film industry, in particular has been the beginning of an ideological war. Purpose, is to set up single and powerful 'Audiovisual Industry'. With the aim to maintain its presence by developing Europe's creative personality Eurimages fund is one of these projects. As a result of this control; The European Council of Creative Cinematographic Audio-Joint Production of Visual Arts and Distribution Fund which 'Eurimages' emerged and by providing support for the distribution and display area promoting the co-production experience in Europe, two or as three partners, has contributed to the formation of European cinema. European system to identify more film culture and art, he has acted in a manner that supports percent. Another factor that affected the cinema policy after 1980 is the relations with Turkey enters the European Union. In this sense, especially after 1980, providing efficient operation of the Turkish cinema has been positive gains in relations with European co-productions and movie theater environment institutions. Rapid development and monopoly of the American film industry in the world of communication technology, has affected Turkey in a negative sense of the movie. The lack of a strong infrastructure, has led to a shortage of capital. New resources for film-making, the goals of our cinema and also provides a quick change into a new restructuring process. It cannot create its own industry since its inception in Turkish cinema has taken an important step towards opening to the outside as a member of Eurimages.
