Abstract (EN)

The main parameters that affect the foreign policy of Azerbaijan, Nagorno-Karabakh and the issue of the status of Caspian Sea, especially after 1991 with the independence of Azerbaijan, the problems has increased. Nagorno-Karabakh occupation by Armenia and ethnic Armenians who live outside of the tyrannies on the elements in that area, enough to reveal the severity of the problem. The Minsk Group which was established for the purpose of reconciliation of the parties, is not sufficient to achieve consensus. Russia, which is activated from time to time, putting workarounds, only to gloss over the problem caused. Therefore, this conflict in creating foreign policy, The Azerbaijan State, continues to be a problem. On the other hand, another problematic, the problem of the status of Caspian Sea. Five Caspian littoral state, Azerbaijan, Russia, Kazakhstan, Turkmenistan and Iran on the Caspian Sea to realize their political and economic interests, they are unwilling to compromise on the status issue. Characterization of the Caspian Sea as a lake or the sea, will have different legal consequences for the rights and sovereignty of the littoral state who are trying to maximize their economic interests these five, apparently to discuss the status of the Caspian Sea will continue for a long time.
