Current problems and solution suggestions in azerbaijan local government and municipal system

119 years before the establishment of Azerbaijan Democratic Republic, the country was captured by Russian Empire. Azerbaijani territories that were invaded by Russian Empire were governed in a monarchical way and by oppressing the nations under the state like a secondary nation. Especiallly in the period before the ADR established, local government didn't allow either Azerbaijan or any other nation influence it in an active way. Afterwards, after the establishment of ADR as a result of the governmental mistakes of the state which had an active role in local government and the declaration adopted by the younger government members, the state with parliamentary governing system appeared. The studies have found out that the foundation of the occupation of the 20 per cent Azerbaijani lands by Armenians dates back to the remainings of local government 119 years ago. During the reign of USSR as a result of the formation of collective structure of the state's local government changes in Azerbaijan the state's economic system became on the verge of a cliff. The declarations that were adopted afterwards worsened the economy of the state rather than improving it. As a result of the researches made in the paper it is made clear that the dynamite that was located into the foundation of the state's local government 119 years ago got ignited in 1990 and consequently another nation was located to the territories of the state by Russian Empire (again under the government of Russian Empire), later on USSR government supported this policy. Azerbaijan Democratic Republic that attained its independence carried on with the local government alike with USSR's local government, thus the state adopted declaration about the establishment of municipalities. The main research points of the paper are the establishment of executive organs in local before, having more influential power of these executive organs and its causing municipalities to have problems in local, not taking any steps towards the solution of these problems, municipalities' problems because of their limited budgets. Alongside with this, the issues such as the powers of executive organs in local causing problems for municipalities' work in local, municipalities' not using their budget in an efficient way, not collecting of land tax by municipalities and the possible solutions by central government to help municipalities have also been touched upon.
