Abstract (EN)
The thesis which is topical Mr. Ali Cenani and Mahmut Muhtar Pahsa on press isabout Minister of Commerce, Mr. Ali Cenani and Ottoman State Minister Mahmut MuhtarPahsa. Mr. Ali Cenani have been judged by the Council of State because of that the spended500.000 Turkish Liras which had given his ministry to decrease prices of flour and bread, forother things.Altough he told that done all of these to serve his native land, he couldn?t getr id ofbe punished. Minister of Naval Mahmut Muhtar Pahsa is a statesman who had worked tostrong then Ottoman Navy. In the name of the Saihing enterprise, he ordered six sheeps. Hedidn?t take the letter of guarantee that he has to do it according to the agreement and he gaveadvance payment. The Money was lost with the bankruptey of the enterprise, and thereon,Mahmut Muhtar Pahsa also had been judget 18 years later because of this hoss.In the data collection process, the available books published both in Turkey,journals, biographies, archives, official publish, and newspapers have been searched through.At the first time in this study, ıt was used the TGNA archive documents Mr. Ali Cenani andMahmut Muhtar Pasha and the written defence which Mahmut Muhtar Pasha wrote out withhis handwriting.
