By taking alook on the development of classfication and payment systems, the development in FederalGermany, United States of America, Great Britain and France is observed and so thedevelopment in Turkey is executed comperatively. Observing the classification and paymensystems in Turkey, a broad spectrum is projected for legal procedures.
