Development agencies in the context of Bebka, Oka and Daka

The competition environment, caused from globalization, compelled local/regional structures and economies to take place as an actor in this competition environment. Reconstruction processes by globalization, especially in European countries and other many countries, caused new mechanisms to arise as local/regional, legacy regulations to be done and new development foundations to rise. Regional development agencies formed by the participation of private sector, nongovernmental organizations and local/regional authorities in the frame of administration have started to take the role of central government in the development. With the development differences, continuing for long periods in Turkey among the regions, the increase of the problems such as immigration, unplanned urbanization and unemployment has made the development agencies that were in agenda during the negotiations of full membership to United States seen as a compulsory model to be applied.In the study, issues of region, regional development and regional imbalance are explained conceptually. Developmental process of regional progress policy in Turkey and United States, their means and corporative structures are mentioned. Development agencies? activities in Turkey that they act on the way of their targets are evaluated.The aim of this study is to evaluate the administrative and financial structure of development agencies in Turkey and their applications and works that they have done since they had come into action under the light of performance data on the examples of Bursa Eskişehir Bilecik Development Agency, Middle Black Sea Development Agency and East Anatolia Development Agency and to find out the differences and resemblances between them.The conclusion is arrived that the development agencies are actors that are important in new age regional policy of Turkey, that they have started to be effective as regional, although a short time period has passed since their establishment, that they have done efficient jobs from the angle of socio-economic and that in the next years, especially in level of income and employment, they will have a key role in reducing regional imbalances.Key Words:1-Region2-Regional Development3-Regional Imbalance4-Regional Development Agencies5-Development Agencies in Turkey
