A research on the level of performance-oriented accountability of municipalities in solid waste management

The main purpose of the research is to measure the performance-oriented accountability level of municipalities in waste management. For this purpose, the Waste Management Hierarchy Based an Accountability Index was created. In the study, solid waste performance indicators published by a total of 78 municipalities, including 30 metropolitan municipalities and 48 provincial municipalities, which shared the strategic plan, performance program and activity report for 2020 with the public, were analyzed and scored by content analysis method. Political Factors, Economic-Fiscal Factors, Socio-Demographic Factors and Institutional Factors that determine the level of success were analyzed using correlation and group differences tests with SPSS program. According to the results of the analysis, it has been determined that the level of accountability of municipalities in solid waste management is 31.22%. In addition, there is a significant relationship between the variables of political participation, gross domestic product, expenditure size, population, type of municipality, result-oriented performance measurement, environmental awareness education and level of accountability. It was determined that there was no significant relationship between the variables of ideology, fiscal situation, university graduate rate, the education level of the mayor and the level of accountability.
