The e-Government is the most frequently used system today and is frequently used for efficient individual-state interaction. The rapid development of technology has spread the use of e-Government. e-Government systems are living organisms and consist of several modules. To maintain this organism in a healthy way and to provide maximum yield has become the field of study of social sciences and science. In terms of social sciences, e-Government is to open the gates of an age in social life while making individual-individual, individual-institution and institution-institution relations effective. In addition to its social contributions, e-Government, which has a technical infrastructure, needs to be addressed in terms of computer science and information security. Because confidential data is stored in a public network. Ensuring the privacy of these data is one of the most important problems of today. Cryptology is used to solve this problem. Cryptology is mainly studied in 3 main branches. These are secret key, public key and keyless encryption algorithms. In order to ensure reliable communication and exchange of information on the internet, it is necessary to use cryptological protocols which are formed by combining the most powerful algorithms in three main branches. For this reason, e-Government systems provide physical security by using cryptological protocols. However, they should also rely on e-Government practices in their individuals. Effective use of the e-Government can be fully achieved when the trust element is provided. Therefore, in this thesis, both the e-Government usage of the Middle East countries and the e-Government usage of the developed countries were examined. In developed countries, e-Government applications are used in every field since trust is provided to the systems. However, the use of e-Government is not widespread in developing or political stability areas. For this reason, e-Government structure is discussed in terms of information security in this thesis. Firstly, the definition of e-Government and its components are defined. Then, e-Government information security is discussed and components related to information security (cryptology, information law) are mentioned. In summary, with this thesis, the concept of e-Government has been comprehensively discussed in terms of technology and information management and information security issues have been discussed.
