In this master's thesis, the crime of fraud by using information systems as a tool, which is stipulated in subparagraph 'b' of paragraph 1 of Article 158 of the Turkish Penal Code No. 5237 has been examined. The crime, which has been categorized and analyzed on the basis of the general crime theory of criminal law, has also been discussed in terms of informatics discipline. The two most characteristic elements of the act that embodies the crime, 'cheating' and 'information systems', have been subjected to a terminological filter. In addition to this, the views in the doctrine for the crime, which is handled with its practical aspects, are included. In addition, by giving the most common examples in practice, the methods of committing the crime are emphasized and its similarities and differences with other cyber crimes are emphasized.
