Abstract (EN)

This study examines the problems Turkey has encountered regarding the phenomenon of democratization within the framework of hybrid regimes. Since the single-party period, the developments experienced by Turkey initially led to an opening of the regime, moving the country away from authoritarianism and transitioning to a multi-party system. The subsequent process saw power change hands peacefully through elections. While it is significant to consider this process as a democratizing experience, it is argued that the regime does not possess sufficient characteristics to be considered a consolidated democracy. As will soon become apparent, the change in regime with the Democratic Party's rule will be less a journey towards the desired established democracy and more a structure exhibiting hybrid characteristics that lie in the grey areas between democracy and authoritarianism, displaying features of both regimes. This process will also be addressed theoretically, discussing how hybrid regimes form, develop, and their characteristics. When it is seen that these dynamics highlight some prototypes, these systems will be analyzed in detail, and their values will be examined. Thus, by addressing regimes such as competitive authoritarianism and delegative democracy, the mechanisms created by these political structures will be investigated. When common features of these regimes are reached, this framework will be analyzed to see how it is reflected during the Democratic Party governments. In hybrid regimes, the system contain characteristics of both democratic and authoritarian regimes, the ruling power controls the legislative branch through executive power and parliamentary majority, using this majority to increase its own power. Thus, the actions of the administration are used to weaken other actors such as the opposition, the press, and the judiciary. In this environment, it is observed that democratic norms do not develop, but the possibility of a complete shift to dictatorship is not observed either. The regime requires competition and opposition to maintain legitimacy, making the existence of political contention significant. This situation will be tested during the Democratic Party's rule, and the emerging similarities will be noted.
