Abstract (EN)

ABSTRACT Concept of region which is of common characteristics from the point of view of climate, geographical, conditions, human factor and that can be defined as bigger than a city land but smaller than a country land, is examined in view of two point according to its economic structure and economic development level. Region may be examined different forms according to the economic structure as homogeneous, polarize, planning, according to the economic development level, on the other and, as developed and less developed (less developed in development and less developed on view of potential). Less developed countries are of dual character and the dual character shows itself on structural, technological, sociological, organizational and regional bases. Especially, regional duality which means being different among the regions of a country is one of the factors which obstructes the development there. Regional duality takes place not only less developed countries, but also developed countries. In addition to, it is more effective in less developed and developing countries. From Italy to France, from the USA to Japan and England, regional duality took place in developed countries too, but they overcame this problem and diminished differences of development between most developed region and least developed region, it has been reduced to a reasonable level of 3 to 4. Regional duality which is effected by natural, economical, technical, demographical, political, social, structural and historical factors and getting fasterVI during globalism is seen as one of the most important problems. When the development indicators (per capita income, socio-economic development index, gross domestic product by regions, human development index etc.) is examined, it is seen that West regions are more developed than East regions and that difference of development could not have been lessened unfortunately. Both prior to the planned period and during the planned period, inspite of the efforts towards to be stopped of the issue, dimensions of the regional duality widened they by they.
