Abstract (EN)
he tradition and organazition of the state in tribes with horses having a powerful structure and an important role.The aim of this study is to investigaten the elements affecting the development and taking on a shape of state apprehension and to get information how the state concept and apprehension had been formed its stages, the elements composing of a state, duties and authorities of khans.
