Local government applications of cloud city information system: Malatya Metropolitan Municipality case

This study aims to evaluate the applicability of the Cloud Urban Information System (CUIS), developed by the Ministry of Environment, Urbanization and Climate Change, in local governments through the case of Malatya Metropolitan Municipality. CUIS is a platform that offers integrated solutions in the field of spatial data management, supporting the digital transformation of municipal services and complying with the standards of the Turkish National Geographic Information System (TNGIS). A module-based implementation approach was adopted in the research. The relevant data sets were tested through processes such as format conversion, attribute consistency, geometric accuracy, spatial data quality, metadata quality, TNGIS compatibility, system integration, and updating via web services. In this context, field verification, data cleaning, and integration tasks were carried out. It was found that a significant portion of the data suffered from issues such as outdated content, incomplete metadata, and topological errors. It was determined that the sustainability of the system requires a continuous spatial data management capacity. The findings reveal that while CUIS is technically comprehensive and administratively functional, successful implementation requires the fulfillment of key conditions such as compliance with standards, institutional coordination, qualified personnel, robust infrastructure, and continuous data management. In conclusion, an effective application of CUIS at the local level cannot be achieved solely through a software-oriented approach; it necessitates a comprehensive data policy, up-to-date content, sustainable management processes, and full compliance with TNGIS standards.
