The relationship between budget transparency and corruption: An empirical analysis

Abstract (EN)
Transparency is seen as a value that should inspire public policies. Especially by international organizations, transparency has become an important concept in order to prevent corruption. That is why in public budgets corruption is particularly important. Corruption is an important element that adversely affects economic development and development and does not have a generally accepted definite definition. It is emphasized that budget transparency has an effect to prevent this negativity. For this purpose, the open budget survey conducted to measure budget transparency is a goal-oriented survey study. Assessments, rather than perceptions, conducted by local experts to provide information are carried out with the help of an open budget survey conducted by the International Budget Partnership (IBP), a factor in which the transparency levels of budget countries, budget participation levels, accountability and budget oversight levels are measure. The main purpose of this study is to investigate the relationship between budget transparency and corruption. In the report published by IBP every two years since 2006, 92 countries with full data were selected for the period 2012-2021. In accordance with this purpose, first the theoretical framework was created in accordance with budget transparency and corruption modeling and after empirical literature review, an econometric analysis was made to test budget transparency and corruption for the countries subject to the research performed. The findings of this study suggest that budget transparency plays an important role in improving corruption for the sample of countries under consideration. On the other hand, since the existence of democratic institutions and the rule of law are important elements in terms of accountability, it is seen that budget transparency can be used as an important tool in the fight against corruption by supporting these elements.
