Investigation on the fitting of the criteria in the state planning organization (SPO) of the strategic plans in the metropolitan municipalities: A case of Çukurova region

This study was conducted to examine the strategic plans of Adana, Mersin and Hatay Metropolitan Municipalities of Çukurova Region for the period 2015-2019 and to evaluate the strategic planning experience in the municipalities in accordance with the criteria that the State Planning Organization (SPO) prepared to cover public institutions and organizations. Thus, it is determined that the existing strategic plans of the metropolitan municipalities are specified in accordance with the criteria in the guideline. In this research, content analysis is taken as basis. 50 criteria are evaluated under 5 headings in the strategic planning guide. These criteria are; Preparation, status analysis, future outlook, cost, monitoring and evaluations. As a result of the research, Mersin Metropolitan Municipality appears to meet all the criteria. In Adana Metropolitan Municipality, there are deficiencies in future criteria, cost criteria and evaluation criteria. In Hatay Metropolitan Municipality, there are deficiencies in situation analysis criteria, in-house and environment analysis criteria, future vision criteria and monitoring\evaluation criteria. According to the results of the study; It is thought that the strategic planning of the metropolitan municipalities should be evaluated as a whole.
