Human resources management in the Chadian public sector: Results and advantages of new public management

The effective management of HR is critical for efficient and effective public sector operations. Numerous developing nations need help governance their public workforce, facing issues like diminished motivation, frequent staff changes, corruption, and political interference. Several countries have adopted New Public Management (NPM) reforms to enhance efficiency and responsibility within the public sector. These reforms aim to infuse market-oriented principles and methodologies into the public service domain. This thesis examines the consequences and advantages of NPM on HR management in the public sector of Chad, a country that has implemented NPM reforms since 2008. The study adopts a mixed-methods approach, combining a literature review, interviews with key informants, and surveys with public servants. The results show that NPM has brought some positive changes in the management of HR, such as increased autonomy, transparency, and meritocracy. However, NPM has also generated some negative consequences, such as reduced job security, increased workload, and resistance to change. The thesis concludes by providing recommendations for improving HR management in Chad's public sector, taking into account the country's specific context and challenges.
