Abstract (EN)
Migration is a complex and multidimensional policy problem. Therefore, migration management requires a high level of coordination and cooperation between stakeholders. In this context, the aim of this thesis is to analyze the phenomenon of migration within the context of the concept of a wicked problem, and to analyze the change in Turkey's migration management in consideration of the Law 6458 on Foreigners and International Protection within the context of the Whole of Government approach. In the first part of the thesis, the concept of wicked problem is explained and the phenomenon of migration is discussed within the context of this concept. In the first part of the thesis, it was stated that the phenomenon of migration is a wicked problem. In the second part of the study, the emergence, scope, and criticisms of the Whole of Government approach which is one of the most effective methods of dealing with wicked problems were explained. In the last part of the thesis, Turkey's history of migration and migration management are summarized. In this section, change in Turkey's migration management in consideration of Law 6458 on Foreigners was analyzed in the context of the Whole of Government approach. In this section, it has been determined this change is similar to the Whole of Government approach.
