Administrative audit mechanisms and the efficiency problem in environmental protection

In today's world, environmental problems and the search for solutions to these problems are the leading subjects of the agenda. The factors causing the increase in environmental problems have revealed the necessity of updating the means used in environmental protection. One of the effective ways to prevent the increasing growth of environmental problems and to ensure that environmental protection awareness is raised around the world is environmental audit. Environmental audit is an environmental management process created to prevent environmental problems or degradation. One of the means used in environmental protection with the increase in environmental problems is administrative sanctions. In this context, administrative sanctions imposed by central and local administrative organizations that aim to protect the environment will lead to a decrease in behaviors that may harm the environment. It is stated that stable administrative sanctions, controls and inspections, increasing the environmental protection awareness of individuals, informing about what will happen after the harm to the environment, and raising awareness will effectively protect the environment. In the first part of the study, which consists of three parts, the concepts related to the environment are discussed by creating a conceptual and theoretical framework. In the second part of the study, the issue of environmental protection effectiveness is addressed in relation to administrative control. In the third part, environmental protection and administrative control mechanisms in Turkey are examined, and conclusions, evaluations, and recommendations are provided. In this respect, the study aims to evaluate the effectiveness of administrative control mechanisms by taking into account environmental protection.
