Analysis of investment projects of penal institutions and determination of site selection criteria by analytical network process method

In the development of the country's economy and increasing the social welfare of the society, the realization of investment projects is extremely important. Although penal institutions have no direct impact on economic development, they contribute indirectly to increase social welfare. In this respect, the analysis of the investment projects of the penitentiary institutions was carried out and the location criteria of the establishment were determined by Analytical Network Process. The study consists of four parts. In the first chapter, the changes and developments of the penitentiary institutions in the history are mentioned and many concepts such as prisoners, convicts, crime, punishment, execution, execution and protection officer who are related to these institutions are explained in detail. In the second chapter, the concepts of investment and project are mentioned, the importance of investment projects, risk and uncertainty are explained. As the study is a public investment project, public investment projects are mostly focused on. In the third chapter, the historical development and architectural structures of the penitentiary institutions, the public investment projects and the selection of the location of the organization where the analytical network process method is used are examined. Multi-criteria decision-making options and Analytical Network Process method are described. In the fourth chapter, the dominance rates of the criteria to be used in the selection of the location of the establishment in the analysis of the investment projects of the penitentiary institutions by using the Analytical Network Process method and Super Decisions package program were determined.
