Comparison of youth policies of CHP (1938-1950) and DP (1950-1960) periods: Continuities and breaks

The youth period, which appears as a phase of human life today, was derived after the industrial revolution in the part of history close to today, became the field of nationalization with the nation-stateization, and the public policy literature on this field was mainly formed after 1980. The practices of the states under the title of youth policy in the field that can be called relatively new are also the products of the recent period. However, before the emergence of the concept of youth policy, it is possible to derive a youth policy program from the practices in various policy areas. In this study, Turkey's 1938-1960 between the years covering the period monitored the youth policies of the CHP (1938-1960) and the DP (1950-1960) examines the period, the literature dealing with allegations detection breaking continuity and include the effort to contribute in this area. Looking at the youth policy program of the CHP Period after 1938, it is seen that it differs from the youth policies followed in the previous period at certain points. This differentiation took place mainly in the content of the education given to the youth. Youth policies of the CHP period can be summarized as an effort to build the legitimacy of the new system through newly trained citizens, young people. In addition to this effort, young people are seen as a workforce resource that should be well utilized. In the DP period, the effort to build legitimacy through the youth lost its intensity. However, the youth continued to be seen as a workforce resource that should be well utilized during the DP period.
