Abstract (EN)

As a result of the rapid urbanization that started in the 1950s, the need for road networks in cities increased gradually. This situation has caused the municipalities that are responsible for road networks to spend most of their resources on activities such as maintenance, repair and renewal of road networks and opening new roads. The concept of pavement management emerged in the 1960s to ensure that the road network can serve at an acceptable level of comfort and in an economical way. Today, institutions and organizations use pavement management systems to manage road networks most efficiently with their current resources. The pavement management system (PMS) is a definition that aims to manage the road network most efficiently with the determined safety, comfort and cost criteria and PMS coordinates execution of studies such as field measurements, analyzes and database management for this purpose. In this study, the concept of PMS, the data types required for PMS and the interactions of these data types with each other are explained As a sample, a model road network consisting of 18 streets and boulevards was created in the province of Antalya, and this road network is divided into 33 sections. An analysis program was created with the technical staff responsible for the maintenance of the road network using the MACBETH method, which is a multi-criteria decision-making method. With the field measurements made in these sections, surface deteriorations in the road pavement were determined. The maintenance, repair and renewal works that need to be done on the road network were determined by the analysis program. The working schedule was created by prioritizing the roads that were decided to be renewed according to the road importance, and the necessary budget was prepared according to the created work program. With the PMS established as a result of this study, it is aimed to carry out the maintenance and repair works on the road network more efficiently.
