Analyzing the effect of human resource allocation problem in multi project management and investigation of the effect of experience and learning on project management in defense industry

Activities that started using various resources and carried out to produce a product or service in a limited time are called projects. Process of delivering the project to an end with plans made to achieve project's goals in desired extent and time is called project management. With the ever-developing technology and emerging innovative ideas, the competition between companies is increasing rapidly. To meet the increasing demands at maximum level with existing capacity, companies have applied a multi-project management. In this way, they can complete multiple projects simultaneously and independently by using common resources. The main purpose of the study is to reveal the effect of learning with experience and human resources allocation problem on multi-project management. For this, current situation, needs and requirements of program directorates that manage multiple projects under human resources constraints were examined. To determine the improving effects of the experiences and to determine how existing problems and setbacks could be reduced, a study was carried out. In the survey, questions about demographic and individual characteristics of the employees, trainings they take and their experience, the project management environment and the effect of resource constraints in the environment are included. As a result, it's found that the current knowledge of employees and their experience have a positive effect on project management. It's been evaluated that there may be disruptions in customer relations and project management when human resource planning is insufficient and it's important to consider the experience of employees when making allocations.
