Presidential government system and its effect on voter behavior

Government systems are divided into two entities: Those that divide power among several groups, and those that unify power under one entity. Parliamentary government system, absolute monarchy and dictatorship are examples of systems united under one entity. Systems which divide power include presidential systems, semi-presidential systems and parliamentary systems. With the constitutional amendment made on 16 April 2017 and the elections held on 24 June 2018, the parliamentary system in Turkey was abandoned and the Presidential Government System was adopted. In accordance with the characteristics of the Presidential Government System, the Law on Basic Provisions of Elections and Electoral Registers (Law No. 7102) dated 13 March 2018, and the Law on Amending Certain Laws, paved the way for political parties to form alliances in elections. The aim of this research is to identify voters' opinion towards the Presidential Government System in Kütahya Province and to determine voter behavior based on voters' perceptions of the alliances between political parties. Voter behaviors and the factors affecting these behaviors will first be examined; government systems and the historical development of government systems in the Constitution of the Republic of Turkey will then be explored. A quantitative survery was used in this research, the first of the findings obtained in the study is that half of the voters have information about the law no. 7102. In addition, while 44.4% of the voters think that the Presidential Government System is the most appropriate management system for Turkey, 39.4% of the voters support their own party's candidate and alliance candidate because of the alliances of the political parties in the elections.
