Özet (EN)

Cellular networks are an example of a wireless network, where its stations are distributed along the service area and are exposed to interference and weather factors that affect the quality of services. Service interruptions frequently occur, especially in rural areas and in areas where the network is overloaded with subscribers that cause a dead spot without a cellular network. The continuous increase in the speed of communications and the number of users leads to increased demand for the use of the frequency spectrum. Radio adaption techniques aim to use the spectrum more effectively by finding unused portions of the spectrum and adapting the transmission and reception techniques to use them through modification of the transmission and reception parameters. The connection that user needs in terms of speed and quality of service is parallel with the launch of developed telecommunications services, the latest of which was the launch of the 5G service. Therefore, in this research, adaptive operations were studied to achieve the objectives of availability of service and quality with the highest possible effectiveness through self-recovery. If a cell or station fails, the self-regulating solution processes work to fill the resulting gaps in coverage and capacity to the extent possible. The intended operations are applied to wireless self-regulating access networks and differentiated self-regulating elements.
